July 17, 2009 - Stephan Welz & Company, in association with Sotheby's, is privileged to offer on auction this work which is representative of Dorothy's Kay's most known stylistic genre. As the press release which follows outlines, there are few occasions to secure a portrait of this nature, in this case of Clifford Bell Payne, mayor of Walmer (PE)from 1941 to 1947.
